Anyone in the know...

My kids asked me how the state meet times are selected each year and I didn't know the answer. Anyone know what the process is? We had the perfect time last year and worst time this year for girls. Is it random selection or is there some pattern to it I'm not seeing?

2013:
Division I Girls Race 8:30 a.m.
Division II Girls Race 9:05 a.m.
Division I Boys Race 9:40 a.m.
Division II Boys Race 10:10 a.m.
Division III Girls Race 10:40 a.m.
Division IV Boys Race 11:15 a.m.
Division V Girls Race 11:45 a.m.
Division III Boys Race 12:20 p.m.
Division IV Girls Race 12:50 p.m.
Division V Boys Race 1:25 p.m.

2014:
Division II Boys Race 8:30 a.m.
Division III Boys Race 9:00 a.m.
Division II Girls Race 9:30 a.m.
Division III Girls Race 10:05 a.m.
Division IV Boys Race 10:40 a.m.
Division V Girls Race 11:10 a.m.
Division I Boys Race 11:45 a.m.
Division IV Girls Race 12:15 p.m.
Division V Boys Race 12:50 p.m.
Division I Girls Race 1:20 p.m.

The start times are on a 10 year cycle so that every division will race at each time once in the 10 year span. Here is the pattern:

Using 2013 as the example...
*The first two races are the same gender of two consecutive divisions (D1G and then D2G)
*The next two races are the same two divisions, but the other gender (D1B and then D2B)
*The next three races are the next three divisions, alternating genders, starting with the same gender as race 1. The next division is D3, girls were in Race 1, so Race 5 is D3G. Then it alternates genders as it goes through the next two divisions. So D4B and then D5G.
*The final three races are the same divisions as races 5-7, but the opposite genders (D3B, then D4G, and then D5B).

To determine the next year, change genders and increment the division by 1. So in 2014, the D2B start the day.
Races 1-2: Same gender of two consecutive divisions (D2B then D3B)
Races 3-4: Opposite gender of the same divisions (D2G then D3G)
Races 5-7: Next three divisions, alternating genders, starting with the gender of Race 1 (D4B, then D5G, then D1B)
Races 8-10: Same three divisions but the alternate genders (D4G, then D5B, then D1G)

Do 2015 will be:
D3G, D4G, D3B, D4B, D5G, D1B, D2G, D5B, D1G, D2B

If we were only racing the teams in our actual race I could care less what time we drew. Being CA's NXN qualifier changes that. When team times or a power merge is used to select the top two teams among five races with temperatures varying significantly, it just feels unfair. http://www.almanac.com/weather/history/CA/Clovis/2013-11-30

Thanks guys, I appreciate the help. I just didn't know how to answer the question for my athletes and thought I should ask. The cycle makes sense to me, I just did not see an obvious pattern and thought I should ask about it.

It would be interesting to see what would happen if we remain undefeated, ranked #1 in the nation, and win the D1 state meet handily, but end up #5 in the merge because of temperature changes having an effect on times later in the day. Hopefully we won't have to find out...
