How are minimum standards calculated for 2nd & 3rd place at league finals?

I noticed there appear to be at least 8 errors with the published table in question and began to wonder how they were calculated in the first place. I didn't see any explanation as to how they are devised.

For reference, as far as I can tell there are issues with the listed standards not matching up between HT and FAT for the following areas:
    D1 Boys 100
    D2 Boys 1600R
    D2 Girls 1600
    D2 Girls 1600R
    D3 Boys 1600R
    D3 Girls 3200
    D4 Girls 100
    D4 Girls 400R

Five of the eight are incorrect relative to the HT conversion. The FAT difference should be +.24 for each hand time. D3 B4x4, D3 G2300 and D4 G400 are OK.

    D3 B4x4: 3:40.14 FAT & 3:34.9 HT - Difference of 5.24 seconds
    D3 G3200: 12:35.14 FAT & 12:24.9 HT - Difference of 10.24 seconds
    D4 G400R: 54.14 FAT & 54.1 HT - Difference of .14 seconds

Anyway, how are these numbers determined in the first place?

Sorry, I looked too quickly. They are based on last year's prelims numbers by event. Too many, the minimum goes up, too few the reverse. We've been doing this for close to 20 years now and it works pretty well. Sorry the conversions were not proofed better.
